Appreciation in Municipal Property over Time

The aim of thesis "Appreciation in municipal property over time" is the selection of the most suitable variant of financing the investment project. The project solves the reconstruction of the existing unused House of Services at the Community House of Seniors. The theoretical part of the thesis deals with the functioning of public administration and territorial self-government, public and mixed goods. Municipal budget and revenues of territorial budgets. Furthermore, project funding, grant titles and project preparation and implementation are mentioned. The practical part deals with ways of financing an investment project using bank products, where the use of state subsidy is also used. The calculations take into account income from regulated and market rents. Variants are compared to find the most appropriate funding option for this project.
Sustainable development from the perspective of the public sector

The thesis focuses on the evaluation of sustainable urban development. The theoretical part is processed as literature research, from which important indicators for the design of the methodology of sustainable development assessment of the city are derived. The research presents basic concepts related to the public sector, local government, sustainable development, and public investments. The core part of the thesis is the design a methodology to help local governments to identify the strengths and weaknesses of the city's sustainability. Additionally, it can serve as a basis for investment decision-making. This methodology is based on a multi-criteria analysis of selected key indicators that assess the functionality and sustainability of cities. The aim of this work is to offer cities a practical tool that will not only help with the assessment of the situation, but will also contribute to improving the sustainability of urban areas as centers and producers of significant economic, ecological, and social processes.
The Proposal for Improvement of the Economic Situation of the Municipality Nové Sedlice

The main topic of the Diploma Thesis is Accountancy of towns and villages. Specifically, it focuses on improving the management of the municipality Nové Sedlice. The aim of this work is to define basic terms and relations associated to the budget topics of the village. Individual chapters focus on municipal budget and income & expenditure, and point out some of the basic patterns and relationships between them. The Thesis also examines the development of individual items of the Income & Expenditure Budgets of 2009-2014, trying to find effects that influence the development of these items, and reveal whether there are any financial reserves in the budget which can be further used for community development.
Real Estate Tax and its Impact on the Community Budget Starý Poddvorov

This bachelor thesis is detoved to real estate tax, particularly its importance in the community budget Stary Poddvorov. Terms community, budget, tax and non-tax revenues, tax rates and the split of property taxes will be explained. The analytical part will be focused on the amount of real estate tax receipts flowing into the community budget. The last section will propose solutions that would affect or increase income tax.
Assessment of housing opportunities in Prague and Brno

This thesis deals with possibilities of living in two biggest cities in the Czech republic, which are Prague and Brno. In the first part is stated definition of investment, structure of local self-government, regional policy and regional development. This serves as the background for better understanding of linkage between different regions, definition of territorial units, and means how regions are developed. In the next part of this thesis are mentioned basic indicators for the whole Czech republic, including trend in prices of properties, which is important for assessment of living possibilities. This is the background for evaluation of chosen locations against Czech Republic. In the next chapter is analysis focused on chosen locations, based on data of whole Czech Republic as well as data focused only on these two locations and its surroundings. The conclusion is that Prague has special position in Czech Republic. There are broad working opportunities, high incomes, but also high living expense. Brno is not as high as Prague in evaluated indicators, but in comparison of whole Czech Republic is still on the top. It is necessary to take into account higher living expenses in both Prague and Brno but on the other hand compared to other regions, offered possibilities and services are on high level.
Failed Municipalities in the Czech Republic

The presented dissertation thesis deals with endangered municipalities, where a specific threat to the municipality can potentially lead to the extinction of self-government. The phenomenon of endangered municipalities has not been comprehensively investigated within the framework of political science even though it is part of the issue of the functioning of the democratic process at the local level. Research on endangered municipalities has been fragmented across individual scientific disciplines, which view the problem through their own prism. The dissertation thesis seeks to contribute to the opening of a necessary discussion that should not remain aloof from political science. The thesis first examines the European context, which is crucial for the actual identification of different types of threats to municipalities. Five types of threats to the European municipalities have been identified. Individual types of threats have been described and possible threat scenarios created. Empirical examples have also been provided for each threat, based on which terminology has been proposed that can be used in political science to examine municipalities in trouble. Citizens participation in the town life on a case study in Mnichovice

The civic participation is an active approach of the citizen who has possibility of using more or less formalized tools to influence public affairs. This diploma thesis "Citizens participation in the town life on a case study in Mnichovice" will deal with civic participation in a small town close to Prague - Mnichovice. The level of participation will be analyzed by the OECD (information, consultation, active participation) town hall uses, what factors influence participation rates, what motivates people to engage in participation and what discourages vice versa and which particular forms of cooperation with citizens are effective for local public administration. The theoretical part of this diploma thesis deals with the historical development of civil participation in decision making processes, analyzes legislation of the Czech Republic to describe the theoretical participation and engagement in different types of participation in the various approaches and finally explores options of participation in a small town with 3200 residents, which is located in the suburbia of Prague, 30 km south-east from the center of the capitol city. Spatial Pattern of Subsidies from the Structural Funds: The Case of Czech Municipalities

The thesis aims to uncover spatial patterns of subsidies from the European Union funds while focusing on the 2007-2013 programming period in the Czech Republic. We take into account demographic, economic and political charac- teristics of municipalities with the extended power to determine their relevance on the size of the obtained subsidy. Furthermore, subsidies may be clustered in the space due to some common regional characteristics that cannot be easily measured, or due to cooperation/competitiveness of the municipalities. Our results from the models estimated by the Ordinary Least Squares sug- gest that municipality's population, the number of businesses, the debt of pre- vious periods, and the mayor's affiliation to the political party are significant in explaining the size of the subsidy. Based on following tests, Moran's I and Lagrange Multiplier test, we incorporate the spatial models estimated by the Maximum Likelihood Estimator. We find that the subsidies managed by the regional council disperse across the given region, indicating a hidden common characteristic or regional council's endogenous interventions. The control of the Supreme Audit Office over territorial self-governing units

Different countries are at varying degrees centralized and need for their activity especially financial and personnel resources in conjunction with the well-defined management processes. In general, both at central and decentralized levels are managed entrusted funds. Therefore it is need in the public sector to set the functioning internal and external control mechanisms. In the Czech Republic, oversees the management of state property and the state budget independent (external) body - the Supreme Audit Office (SAO). This institution has no power of control over the management of local governments or public entities. The issue of extension of SAO competencies is currently highly debated. This work is focused on the possible extension of the SAO competencies towards local government. Author compares and evaluates current opinions about possible amendments to the Constitution and the Law on the Supreme Audit Office towards control of local governments. Fears of the representatives of local government mainly concern the possible limitations of the constitutionally given right to self-government. SAO has no competency to impose remedies or somehow punish controlled entity. The SAO should ideally lead to the responsible management of entrusted funds in public sector.
